Error description

• Title and Description can be changed using Model SPI, but those
  changes are not properly persisted in the sense that
  they are not exported by XmlAccess.
  

Local fix

• Use the Manage Portlets portlet to change portlet titles.

  not exported by XmlAccess.
  

Problem conclusion

• Added a missing call to set the last modified date. This
  triggers a proper refresh.
