PM31762: Top connection is the last connection which is suspended.

• Closed as program error.

Error description

• In order to keep control on the server while the server is about
  to enter BLM it is required that the Top connection is the last
  connection which is suspended. Otherwise the tool would not be
  able to spot that there are ongoing calculations after BLM has
  been enabled and the server is waiting for threads to finish. So
  therefore this change is a requirement to allow thread
  cancelling as a second step of escalation.
