Error description

• If a WebSphere Application Server Service Integration Bus
  contains 4 or more subscribers the registration of event
  messages may fail with exceptions reporting CWSIP0002E:
  An internal messaging error occurred in
  com.ibm.ws.sib.processor.impl.store.items.MessageItem.

Problem summary

  * PROBLEM DESCRIPTION: When 4 or more subscribers connect to   *
  *                      a messaging engine and receive the      *
  *                      same message, an internal error was     *
  *                      thrown.                                 *

  The topic space subscribers must be receiving a message that
  is classed as Best-Effort non persistent and is sent
  outside of a transaction. If the number of subscribers
  receiving this message is 4 or more, then an internal error
  (CWSIP0002E) is seen and the messages are not delivered.
  

Problem conclusion

• This APAR allows more than 4 subscribers to receive the same
  best effort non persistent message not sent under a transaction.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 6.1.0.39 and 7.0.0.17.  Please refer to the
