Error description

• In a WTX map, the Time Zone value does not appear to be used
  when comparing datetime values which include the Time Zone.
  
  The following are examples of incorrect comparison results:
  
  1) WTX evaluates the following two datetimes as identical,
  although they are not.
  
  2010-01-01T00:00:00.000+01:00
  2010-01-01T00:00:00.000+04:00
  
  2) WTX evaluates the first datetime as earlier than the second
  one, although they should be considered the same.
  
  2010-29-11T09:25:00.000+01:00 (GMT+1)
