  Changes to duplicated element in parent capsule can't be
  inherited in child
  
  [Steps to reproduce the issue]
  1.  Create Parent and Child capsules
  2.  Duplicate  part of or all of the states and transitions in
  parent
  3.  Check child,  the duplicated transitions are not inherited
  4.  If reloading the modified model,  the transitions can be
  seen , but with 'x', which means it's removed/excluded
  
  *** Any changes to the original part in parent (not the
  duplicated part) can be inherited in child, which is as
  expected.
