PM27588: REGRESSION IN 941FP3HF11 WHEN USING HOLDS LEAVE PARAMETER

Error description

• "Spreading Failed due to conflict with Rules" Error when you
  have set Holds leave in cells and you use spread works??Even if
  you have set  UseRuleRatioIn_NON_RCCC=T
  and?Use_NON_RuleRatioInRCCC=T  in  TM1.CFG parameters which are
  supposed to handle the way the spread works  but if you use
  Holds Leave option on a cell,?in this case  you still get error
  "Spreading Failed due to conflict with Rules"??Customer needs or
  what they were hoping for was to have the way spreading worked
  in 90sp2u4 in 9.4.1FP3HF11.   This is not the case. as in
  9.4.1FP3HF11 if you run through the exact steps you run in
  90sp2U4 you get error "Spreading Failed due to conflict with
  Rules"
