  APAR PM25391 fixes the following APARs for the Feature Pack
  for SCA Fix Pack V1.0.1.7:
  
  PM21187 Invalid xsi:nil element (there is no corresponding
  XSD/metadata for the element) should return null
  
  PM21725 Allow setting null on the wrapper DataObject's value
  property
  
  PM24444 In On-the-fly property should be single-valued in
  WebSphere Process Server
  
  PM25359 Invalid xsd:time value results in transformation error
  
  PM25361 Timezone information different between memory and
  serialized XML
