Error description

• The APAR dependency bundle in the various v7 fix packs needs to
  be updated to pull in the fixes for the issues below:
  - Supersedes does not block on uninstallation.
  - Exclude should be supported between fix and offering.
  - Translation for Arabic.
  - Additional messages for duplicate APAR check.

Problem conclusion

• The APAR dependency checker has been fixed.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 1.0.0.7. Please refer to the Recommended Updates
