PM22524: AFTER UPGRADE TO 7.0.0.11 THE APPLY.PTF STEP IN DMGR GETS ERROR BBOO0251E

Error description

After just applied the WebSphere level 9 & 11 maintenance and
restarted deployment manager, the following message comes from t
the apply.ptf step:
+BBOO0251E MULTI-PRODUCT PTF POST INSTALLER HAS DETECTED AN
ERROR 278
DURING THE APPLICATION OF POST-INSTALL SERVICE FOR PRODUCT
WEBSPHERE. SEE LOG FILE FOR DETAILS:
/local/websp/config70/xtcell/xtdmnode/DeploymentManager/properti
es/servi
Message BBOO0251E - says that an unrecoverable error was
encountered and that the
server will not be permitted to start until the error is
corrected --- but it did start &we also get the message that the
    POST INSTALLER ENDED NORMALLY.

ANT 1.6.5 does not properly delete dangling symlinks.

In 7.0.0.9, a postinstall action uses ANT to delete all files
under WAS_HOME/java64/lib/zi , but this fails if there exists
a dangling symlink called WAS_HOME/java64/lib/zi/Asia/Katmandu.

This failure causes a series of problems ultimately resulting
in a chmod
error similar to the following in applyPTF.out :
chmod: FSUM6180 file
"/wasv7config/bycell/bydmnode/DeploymentManager/java64/lib/zi/As
 ia": EDC5139I Operation not permitted.

and the error similar to this one on the console:

Problem conclusion

To prevent this error, a new non-ANT based script was
introduced to delete the dangligng
WAS_HOME/java64/lib/zi/Asia/Katmandu symlink.

APAR PM22524 is currently targeted for inclusion in Service
Level (Fix Pack) 7.0.0.13 of WebSphere Application Server V7.0.
