Error description

• With WebSphere Portal 6.1 the FavoritesLoopTag has been
  deprecated. As replacement, the InfoCenter suggests to use the
  NavigationLoopTag instead. Unlike the FavoritesLoopTag,
  however, the NavigationLoopTag ignores nested favorites
  and only renders the first level of favorites.

Problem summary

• With WebSphere Portal 6.1 the FavoritesLoopTag has been
  deprecated. As replacement, the InfoCenter suggests to use the
  NavigationLoopTag instead. Unlike the FavoritesLoopTag, however,
  the NavigationLoopTag ignores nested favorites and only renders
  the first level of favorites.
  

Problem conclusion

• This APAR introduces a new attribute on the
  NavigationLoopTag. In order to iterate over all favorites
  (including nested ones), use the following syntax:
  
        <portal-navigation:navigation scopeUniqueName="wps.My
  Favorites" startLevel="1" stopLevel="7"
  ignoreExpansionState="true">
