the Servant Regions initialize in a multiple servant server.

When multiple server regions are running and attempting to
acquire an outbound IIOP connection there is a small timing
window where IIOP outbound chain creation may occur multiple
times resulting in duplicate chains.

Problem conclusion

Removed the timing window.

APAR PM19535 is currently targeted for inclusion in
Service Level (Fix Pack) 6.1.0.35 of WebSphere Application
Server V6.1.
