Error description

The interface com.ibm.websphere.security.UserRegistry documents
the supported exceptions thrown for each method, but it does not
indiciate if each exception type has a strict use model. There
are cases where exceptions wrapped by other exceptions, such as
EntryNotFoundException being wrapped by CustomRegistryException.

expectations of those exceptions.

Problem conclusion

Updated the JavaDoc of com.ibm.websphere.security.UserRegistry
to include a more complete set of guidelines for impementors
and callers of the com.ibm.websphere.security.UserRegistry
interface.
