Problem conclusion
SCA never shipped management profile templates to the WebSphere Base or Express editions so the solution is to start delivering the management profile template in SCA 1.0.1.7 fix pack. APAR PM16755 is currently targeted for inclusion in Service Level (Fix Pack) 1.0.1.7 of WebSphere Application Server v7 Feature Pack for Service Component Architecture (SCA) RefreshPack.
