Solution is provided at the CICS and CPSM levels:

CICS changes (provided by the PTF that resolves APAR PM15583):

A new Parameter Domain (PA) gate was introduced to allow queries
of System Initialization parameters from either the assembled
SIT, or from the SYSIN, JCL EXEC parm or Console streams.
Changes were applied to DFHPAA, DFHPAGR, DFHPADM, DFHPAGP,
DFHPATRI and DFHTT660. New module DFHPAIN was added to service
    the new INQUIRE_PARM gate.

No new messages are introduced, but three new Parameter Domain
    CICS trace entries are added:

PA0501 DFHPAIN PA 1 Entry PAIN parameter list
PA0502 DFHPAIN PA 1 Exit PAIN parameter list
PA0503 DFHPAIN Exc Unknown SIT parameter

CPSM changes (provided by the PTF that resolves APAR PM15214):

A new SYSPARM Operations Base Table is introduced to allow the
    query of System Parameters.

The new SYSPARM object requires two manadatory parameters to
    issue a query:

    - PARMTYPE ... must be set to SIT
    - PARMSRCE ... must be set to one of the following:
                   TABLE
                   CONSOLE
                   SYSIN
                   JCL
                   COMBINED

The keyword attributes for the new SYSPARM table are:

    - KEYWORD ... the parameter keyword to be retrieved
    - SEGNUM ... the keyword value segment number to be retrieved

Typically, one SYSPARM record will be returned for each
keyword/value pair designated by the PARMTYPE/PARMSRCE
combination. In cases where the returned keyword value is longer
than 255 bytes, then the value is segmented on 255 byte
boundaries, with the SEGNUM and SEGLEN attributes describing
where the current VALUE data occurs in the overall physical
    record.

No Web User interface views are shipped with this APAR, but
users may construct their own SYSPARM views using the WUI view
    editor.
