Error description

When the server is shutting down the following error is seen
when trying to create an FFDC entry:

This failure occurs since FFDC is unavailable.  It could be
that this failure is due to OSGi being shutdown and the server
being STOPPED

Problem conclusion

Necessary code has been introduced to catch the
java.lang.NoClassDefFoundError and handle it appropriately.

APAR PM12463 is currently targeted for inclusion in Service
Level (Fix Pack) 7.0.0.13 of WebSphere Application Server V7.0.
