PM11058: IMPROVEMENTS TO DOCUMENT SAVE AND DOCUMENT WORKFLOW PERFORMANCE

Error description

• This defect is to document the following performance
  enhancements:
  - Save performance:
  - Optimise 'Save Conflict' detection to utilise lazy loaded
  'last modified date' on 'old doc'
  - Optimise 'Content' validation to retrieve content template
  without cloning out of cache
  - Workflow performance
  - Optimise API 'document retrieval' and 'document workflow
  changing' to lazy calculate the 'previouslyDraft' flag
  - Optimise API 'WorkflowedDocument.getWorkflowId' and
  'WorkflowedDocument.getWorkflowStageId' methods to utilise
  cache
  readOnly flag and turn off draft handling as you can't have
  draft workflows and workflow-stages
  - Optimise scheduled Workflow action execution to retrieve
  current workflow utilising cache readOnly flag
