Error description
From Administrative Console launching Eclipse-based help, When clicking the '?' icon it returns a blank page. For ISC module(modes.war), when using EclipseHelp for launching Eclipse-based help. When I click the '?' icon, a separate browser window opens and displays an empty page instead of the help topic. Also the problem is reproduced for the sample application (modes.war) from Help in a console module is not getting propagated back to the <WAS_HOME>/profiles/AppSrv01/config/cells/<CELL_NAME>/applicatio ns/isclite.ear/deployments/isclite/iehs.war/WEB-INF/iehs.propert ies when issuing the $AdminConfig save command after deploying a console module in WebSphere Application Server V7.0 with help defined in it. One thing I noticed that seems wrong to me and is actually the root cause of this problem is that the iehs.properties should exist under <WAS_HOME>/profiles/AppSrv01/config/cells/<CELL_NAME>/applicatio ns/isclite.ear/deployments/isclite/iehs.war/WEB-INF after installing WebSphere Application Server V7.0 but it does not (it is included in the original war file). We can see during deploy of this sample that contains help, that since the file doesn't exist it is created during deploy under the wstemp directory and is updated with the proper help information. However, when issuing the $AdminConfig save command this file does not get copied back to <WAS_HOME>/profiles/AppSrv01/config/cells/<CELL_NAME>/applicatio ns/isclite.ear/deployments/isclite/iehs.war/WEB-INF/iehs.propert ies Because of this, help is not available for this war in the administrative console. If you create the file manually under <WAS_HOME>/profiles/AppSrv01/config/cells/<CELL_NAME>/applicatio ns/iscli te.ear/deployments/isclite/iehs.war/WEB-INF/iehs.properties and even if it is blank, during the deploy of a console module that contains help this file will get updated in wstemp and copied back and then help works. Please note that the same module works OK on WebSphere Application Server V6.1 the problem occurs only on WebSphere Application Server v7.0

Problem conclusion
The help was not being installed correctly due to a missing file: iehs.properties. A code change has been made which will install the properties file during profile creation, allowing any help modules to install and run correctly. The fix for this APAR is currently targeted for inclusion in fix pack 7.0.0.11.
