Error description

When a Service Integration Bus(SIB) client application
attempts to prepare a transaction while the messaging engine
is stopped, SIB rolls back the transaction and incorrectly
returns the following Exception to the client:
CWSIC2059E: An internal error occurred. An attempt was made
to get an object from the map with id 1, but there is no item
in the map with this key.
The correct Exception that should be returned to the client is:
com.ibm.ws.sib.msgstore.MessageStoreUnavailableException:
Operation not possible as MessageStore is unavailable!

The incorrect message was returned to the client application.
The correct exception should have indicated that the error has
occurred because the MessageStore is unavailable:

com.ibm.ws.sib.msgstore.MessageStoreUnavailableException:
Operation not possible as MessageStore is unavailable!

Problem conclusion

This APAR solves the problem and allows the correct exception
to be seen by the client. The transaction that failed prepare
will still result in a rollback of the transaction.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.11.  Please refer to the Recommended Updates
