  When DB2 is started in ACCESS(MAINT), DSNX230I message like
  the following is issued:
    DSNX230I DB2A A RESOURCE IS UNAVAILABLE WHEN TRYING TO
    BUILD THE TRUSTED CONTEXT CACHE REASON = 00C90614
    TYPE OF RESOURCE = 00000100 RESOURCE NAME = DSNDB01.DBD01
  
  In the above scenario, the trusted context cache build service
  incorrectly tried to access the catalog, when it is not
  available at start up, which resulted in DSNX230I message.
  
  This message can also be issued when DB2 is started with
  RESTART subsystem parameter set to DEFER and ALL subsystem
  parameter set to ALL.
  

Problem conclusion

• Code has been changed to defer the trusted context cache build
  until the first connection is established, when DB2 is started
  in ACCESS(MAINT) or RESTART with DEFER ALL.
