Error description

During a normal server stop any request accepted by the server
should be allowed to complete. However after 6.1.0.27 some
requests which are accepted by a server fail with a 503 error
during a normal server stop.

When a WebSphere application server is being shut down, any
requests accepted by the server should be fully processed.
However, after PK85953 a request which arrives after the
shutdown process starts, but before the TCP inbound channels
are closed, receives a 503 - Service Unavailable error. This
was because PK85953 modified the WebContainer to reject all
requests received after shutdown was initiated.

Problem conclusion

The WebContainer has been modified to only start rejecting
requests after the TCP inbound channels are closed and all
requests known to the WebContainer are fully processed.
However, even after this change, it is possible for a request,
which is received before the TCP inbound channels are closed,
to arrive in the WebContainer after it has finished processing
all previously known requests. As a result, a custom property
has also been added:

com.ibm.ws.webcontainer.QuiesceMinimumWaitTime

This can be set to the minimum number of seconds the
WebContainer should wait, after closing the TCP inbound
channels, to allow for a new request to arrive in the
WebContainer. Any request received within this time will be
fully processed. A value of this property will be system
dependent, but a setting of 5 to 10 seconds should suffice in
most systems to ensure that no inbound requests accepted by a
WebSphere application server, during a server shutdown,
receive a 503 - Service Unavailable error. The default value
of the property is 0.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.11 and 6.1.0.31. Please refer to the
