Error description

If a servlet throws an UnavailableException from its
init method, then the init method is not called on a subsequent
request for the servlet. However, if the servlet throws a
ServletException instead of an UnavailableException, then the
init method is called on a subsequent request.

The WebContainer sets a servlet as unavailable when an
UnavailableException is thrown from the servlet's init method.
As a result, on a subsequent request, the init method is not
called and the servlet is treated as as either permanantly or
temporarily unavailable depending on whether a permanent or
temporary UnavailableException was thrown. However, the Java
Servlet Spec states that a new instance of a servlet may be
instantiated and initialized by the container after a failed
initialization.

Problem conclusion

The Webcontainer code has been modified to treat a servlet as
uninitialized after an initialization failure e.g. when an
UnavailableException is thrown from the servlet init method.
As a result, on a subsequent request the servlet will be
loaded and initialized by the WebContainer. However, if the
int method throws a temporary UnavailableException the
servlet will only be loaded an initialized after the
associated timer has expired.

A new webcontainer custom property needs to be set to enable
this APAR:

com.ibm.ws.webcontainer.reInitServletOnInitUnavailableException
= true (default = false)

The fix for this APAR is currently targeted for inclusion in
fix pack 6.1.0.37 and 7.0.0.9.  Please refer to the Recommended
