Config Service SAXParserFactory usage results in the following

Creating a new SAXParser is sensitive to the current Thread
Context Class Loader. If an application overrides Xerces
classes provided by the WebSphere Application Server, the
application's version will be incorrectly used by the Runtime
Config Service.

Problem conclusion

Runtime Config Service code was added to remove the
possibility of accidentally using Xerces classes from an
application.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.9.  Please refer to the Recommended Updates
