wasservice does not recognize server started when running
japanese locale

* PROBLEM DESCRIPTION: IBM WebSphere Application Server may    *
*                      not indicate it has started when        *
*                      using Windows Services to start the     *
*                      server.                                 *
****************************************************************
* RECOMMENDATION:                                              *

The service code searches the log files for the process ID to
verify successful initialization. The message translation
which contains the process ID is not in the expected format so
the ID could not be retrieved.

Problem conclusion

Code was changed to locate the process ID.

The fix for this APAR is currently targeted for inclusion in
fix pack 6.0.2.39, 6.1.0.29 and 7.0.0.9  Please refer to the
