Property Extension Repository cannot be created while the server
is down

* PROBLEM DESCRIPTION: Property Extension Repository cannot    *
*                      be setup in local mode such as when     *
*                      an application server instance is not   *

* RECOMMENDATION:  Customer who want their database            *
*                  administrators to take the responsibility   *
*                  of creating and configuring the Property    *
*                  Extension repository rather than Websphere  *
*                  Administrator immaterial of whether an      *
*                  application server instance is running or   *
*                  not                                         *
****************************************************************
Customer wants the Property Extension repository to be created
in local mode by dedicated DBAs only with the support of
additional utilities other than the existing
setupIdMgrPropertyExtensionRepositoryTables command

Problem conclusion

This feature is now supported. This will help the customer
to create Property Extension repository using an additional tool
that is shipped with the product. The existing
setupIdMgrPropertyExtensionRepositoryTables command will have an
additional command option to supplement the tool that is
shipped to create Property Extension repository

The fix for this APAR is currently targeted for inclusion in
fix packs 6.1.0.29 and 7.0.0.7.  Please refer to the
