Error description

The com.ibm.websphere.application.migration.disabled System
Property is being ignored.  This is causing a performance hit
for customers with a large set of applications to deploy.

The App Deploy framework is not detecting and storing the
value of the com.ibm.websphere.application.migration.disabled
property.  Later when the migration piece of the App
Deployment task is run, this value is not available.
Therefore additional work is still being done to test the
Application to see if it should be migrated.  The test is only
needed for PME type applications and the flag is used to boost
performance - or bypass the migration test and/or conversion.

Problem conclusion

Determining the value of the migration disable flag is being
done directly by the migration code.  The additional tests and
or App migrations are being bypassed if set to true.  This
flag is for a slight performance boost and is not generally
needing to be set.

The fix for this APAR is currently targeted for inclusion in
fix pack 7.0.0.7.  Please refer to the Recommended Updates
