Add "Select All Library" attribute for portlet config, so if this attribute set to true, then Authoring UI portlet will always show all library to user.

Problem conclusion
Add "Select All Library" configure attribute to Authoring UI portlet. If this attribute set "true", all the library user has access to will display in Authoring UI.
