Error description

1. Task command metadata contains wrong steps when a task
command is first executed in client mode and then in local
mode. The steps generated by the command provider during
client mode of command execution are saved in the command
metadata and used later when the user switches to local mode
of operation. The command metadata should be reset after each
execution as the steps are dynamic in nature and should not be
reused.

2. Dynamic table step's parameters are not set correctly.
Exmaple: addCompUnit command in inteactive mode gives wrong
default for first CU relationship which is a dynamic step. The
 "com.ibm.wsspi.management.bla.op.OpExecutionException:
CWWMH0167E: Composition unit "d_0001.zip" already
exists" exception will be seen with this command execution.

3.Table step parameters not being updated correctly in
interactive mode. Table step parameters initialized by the
provider does not show up in interactive mode.

Fixed command framework code logic.
