Error description
There is a javascript error in IE, ie dojo object undefined and cause the new buttom doesn't work. The problem only happens with custom portal theme.
Local fix
Problem summary
The error is caused by dojo.js is not included.
Problem conclusion
WCM doesn't include dojo.js in the authoringUIView.jsp, the dojo.js is included when using the portal theme but not with custom theme. Added the include statement in the authoringUIView.jsp so that the dojo.js is included when custom portal theme is used.
