PK78752: GENPLUGINCFG SCRIPT DOES NOT IGNORE ODR (NON-APPSERVER) CLUSTERS WHILE GENERATING PLUGIN.

Error description

Genplugincfg.sh/bat when running on a cell level in a
WebSphere Extended Deployment cell with an On-Demand Router
(ODR) Cluster in it, tries to create plugin entries for it.
The script fails trying to generate plugin entries for the
Non-Appserver cluster.

Genplugincfg script needs to a> Identify a specific cluster as a
NON-Appserver cluster & b> Ignore it while trying to generate
plugin for that cell.

Local fix

XD 6105 has feature where You can define the
ODR_Module_Routing_Policy custom property for the
plugin-cfg.xml file to redirect specific requests that you do
not want to route through the ODR. Instead, the requests are
routed directly from the Web server to the back-end server.

But it is a means to a specific end. It does not resolve the
issue with the genplugincfg.sh/bat script as such.

The Global GenPluginCfg fails if an On-Demand Router is
defined to the environment.  The application should skip these
if found.  WebSphere Extended Deployment provides their own
plugin generator to handle the On-Demand Router definitions.

Problem conclusion

Updated the Plugin Generator to bypass servers defined
as On-Demand Routers.

The fix for this APAR is currently targeted for inclusion in
fix packs 6.0.2.35, 6.1.0.25 and 7.0.0.5 .  Please refer to the
