Error description

If the proxy attempts to make an outbound TCP connection to a
client, and it fails, it will never retry the outbound
connection.

* PROBLEM DESCRIPTION: If an outbound TCP connection to a      *
*                      client fails, the proxy will never      *
*                      attempt a connection to the client      *
*                      again.                                  *

* RECOMMENDATION:                                              *

If an outbound TCP connection to a client fails, the proxy
will never attempt a connection to the client again.  This can
cause inconsistent test results.  If there are network
problems or just a client application that isn't running
when a connection is attempted, this problem could occur.  The
customer will have to restart the SIP Proxy to fix the problem.

Problem conclusion

The problem has been fixed.  After an outbound TCP connection
fails, the connection is removed from the routing tables.

The fix for this APAR is currently targeted for inclusion in
fixpack 7.0.0.5.  Please refer to the Recommended Updates
