PK78299: Allow startup of IBM Administration Server by a non-root userid

Error description

Beginning with IHS version 7.0, the IHS Administration server
cannot be started with a non-root userid. The following
message is issued:

  [crit] mod_ibm_admin: The IHS Administration Server can only
                        be started by root

Local fix

Problem summary

Non-root operation is not automatically configured by the
IHS installer, and the runtime feature was erroneously marked
as requiring a root userid.  Manual configuration is required
to use IHS Administration Server as a non-root user.

Problem conclusion

The restriction on userid has been removed, howeverProper
non-root operation of the admin server requires the
following manual configuration:

*) Install IHS as a non-root user, e.g. userid=covener
group=staff

*) Change to the IHS installation directory

*) Run bin/setupadm with minimal arguments:
bin/setupadm                 \
-usr covener                \
-grp staff                  \
-cfg $PWD/conf/httpd.conf   \
-adm $PWD/conf/admin.conf

*) Create a userid/password for access (pick an "adminuser"
ID, does not need to exist on the system)

bin/htpasswd -c $PWD/conf/admin.passwd adminuser

*) Install the plugin under the same non-root userid.

*) configure the  webserver in AppServer admin console

This fix is targeted for IHS fixpack:
7.0.0.5
