PK75440: ATTEMPT TO PUBLISH DRAFT ITEMS CAN RESULT IN INCONSISTENT STATE

Error description

• Sometimes when a publish fails due to a time out, the rollback
  does not occur and the draft is left in an inconsistent state.
  The draft cannot be cancelled as the error message 'Can not
  perform command because the item has been modified while in edit
  mode' is displayed.
  

Local fix

Problem summary

• When the deletion of the dynamic workspace fails (possibly to a
  DB timeout) the transaction was not rolled back correctly.
  Cancel draft then would fail because the published item was not
  checked out.
  

Problem conclusion

• The exception handling of dynamic workspace deletion was fixed
  so the whole transaction will rollback correctly. Cancel Draft
  was changed so it would be more tolerant and work for published
  items that were not checked out.
