Error description

• All content items created using a workflow contain embedded
  references to the Workflow Actions
  which prevent users from deleting the workflow Action.
  

Local fix

• The solution is to remove references for already COMPLETED
  workflow actions from content items.
  This will allow users to delete Actions from a workflow stage.
