APAR status

• Closed as program error.

Error description

• During migration any items that have actions in 'SCHEDULED'
  status need to be registered with the new v6 Scheduling engine.
  This registration process is currently slow because it involves
  saving and versioning each processed item (regardless of
  whether
  a save was required) and tracks all documents to process in an
  in-memory map which increases memory consumption. Additionally,
  if multiple actions for the same item end up running
  immediately, then ItemLockedExceptions will appear in the logs.
