Error description

• 0. create a content with menu component and publish it.
  
  1. Stop WCM (stopServer WebSphere_Portal).
  2. Start WCM (startServer WebSphere_Portal).
  3. From PC#1 access to WCM URL which contains the menu
  component.
  4. From PC#2 access to WCM URL which contains the menu
  component.
  * On 3rd and 4th step, users access to the same WCM page from 2
  PC
  clients and their accesses are executed almost at the same time.
  (about
  one or two seconds delay will be OK.)
  
  5. Wait until the page is rendered.
  -->> Some of the elements which should be desplayed on menu
  component
  are not displayed.
  

Local fix

Problem summary

• If the menu previewed at the same time by more than one user
  after restart the portal server, the menu returns different
  results between different user, some content or siteArea
  components are missing. The code to get the content or sitearea
  components  are not synchronized.
  

Problem conclusion

• Synchronize the code for returning the component map of content
  and sitearea only if it hasn't already been intied.
