Error description

• The 'Element Type' pull-down in the 'Manage Elements' dialog,
  that allows you to select the type of element to add, is empty
  if the current user does not have the 'Editor' role on the Item
  Type 'Components' for the current library. No access even
  'Contributor' should be required for this pull-down to function
  

Local fix

• Grant 'Editor' role on 'Components' for the current library
