Error description

• Running CICS TS 3.1, you receive the following error message:
  
  DFHRZ0001 An abend (code 0C4/AKEA) has occurred at offset
            X'31AE' in module DFHRZTA.
  
  The abending CPIH tasks are all failing in RZ (Request Streams)
  code, attempting to return a reply to their parent task. This
  requires them to obtain large reply buffers, which are not
  available due to the system being SOS. The code does not check
  for the buffer request failure.
  
  The failing storage requests return a null pointer which is
  used as the target for an MVCLE. This leads to the 0C4.

  The CICS system is under storage stress and has entered an SOS
  State several times. During this period a Webservice is
  running, one that requires the use of Request streams to
  communicate between tasks or systems. This function takes place
  in procedure rzrs_send_request_part. The code obtains storage
  for various control and data areas. Due to the system being
  storage constrained one of the allocations fails and a null
  pointer is returned. As there is no check for this condition
  when an attempt is made to move data to the area address by the
  invalid pointer an 0C4 occurs.
