Problem conclusion

• The infocenter states that draft site/sitearea with children
  would be published by the migration logic. This will ensure that
  when the children of these sites/siteareas are imported, they
  will find their parent node in the right workspace. However, due
  to a flaw in the migration logic the parent site/siteareas were
  not moved to published status as stated in the infocenter. So,
  when the children are imported, they will fail to locate the
  parent in the root workspace causing an error.
  
  Correct the logic to detect draft siteareas with children
  correctly.
