Error description

• z/OS rel 1.7 has changed the parameters for WTO.
  NvDM/MVS still uses the original parameter to
  invoke WTO. This may be a problem.

Problem conclusion

• ZOS1.8 doesn't support old 1-byte console ID
  old "MCSFLAG=(REG0)" parameter must be replaced by
