  COMMENTS:
  Program cwspol.c (CWSP) is the Web Services policing routine.
  There is a small window of time during cycle down when one of
  the web service policing routine ECBs appears to loop and
  causes system error 0000E1.
  Cycle down processing checks if indicator CCE1CYC is turned
  'on' to determine if the ECB is allowed to survive cycle down.
  The web services policing routine ECBs perform file system APIs
  (which write failure messages to the console and possibly issue
  system error 066002) so the CCE1CYC indicator (which allows the
  ECB to survive cycle down) was not turned on.
  

Problem conclusion

• SOLUTION:
  In program cwspol.c, to prevent a rare system error 0000E1, the
  CCE1CYC indicator was turned on, which allows the ECB to
  survive cycle down. In addition, the error paths of the web
  services policing routine were reviewed to determine if the
  error message to the console and/or a system error 066002 would
  occur because the file system was inactive due to cycle down.
  For these cases, code was added to check for an inactive file
  system, to avoid issuing the console message or system error
  066002, or both.
