  Due to PJ34760, the offline loader ignores the CGCC_COW_CRPA
  flag for data programs.

  COMMENTS:
  Code added by PJ34760 to the offline loader determines whether
  programs can reside in the standard CRPA or need to reside in
  the copy-on-write CRPA. The CGCC_COW_CRPA flag can be coded in
  a make file to override the offline loaders determination. The
  setting is ignored for data programs.
