Error description
To increase the performance, implement caching mechanism for the CASEREST API to cache the solution payload and implement jvm property to control turning cache on/off. By default the caching should be 'off' and will be no different than the prior versions.

Problem conclusion
The fix for this problem is provided in 5.1.0.2-ICM-IF001 interim fix or, later releases. With this fix, there is a caching mechanism for the CASE REST API to cache the solution payload and implement the JVM property to control turning cache on or off. By default, the caching JVM property -Dicm.rest.solution.cache is set to "false". To enable the caching, set this property to "true".
