Problem conclusion

• SOLUTION:
  This apar adds a fix to cybd.asm to ensure that the ECB's
  Subsystem ID is the same as the Subsystem ID of the Subsystem
  user name . Error "IFIL0029E 09.33.59 INVALID SUBSYSTEM USER
  NAME" is displayed when the syubsystem IDs are not the same.
