  After PJ32026, unplanned module down can get hung due to
  infinite loop condition.

  COMMENTS:
  Unplanned module down purges the module queue then calls
  dismount to dismount the module. Dismount checks the module
  queue and will wait for the module queue to be empty before
  proceeding. Unplanned module down freezes the module queue
  however causing an infinite loop if dismount finds an IOB on
  the queue. This can be found by a long running ECB that keeps
  issuing a DLAYC in CPAD.
  

Problem conclusion

• SOLUTION:
  If unplanned module down is found to be calling dismount and
  the module queue is not empty, the module queue will be purged
  again instead of entering the DLAYC loop and waiting for an
  empty queue.
