Error description

• If data flows include table target operator created in 972
  before installing interim fix 20110128, a error message for
  "Optimize Batch Processing is not set" error will be reported.
  The reason is the original migration logic only handled flows
  created before 972 release. So the logic need to be updated to
  include 972 in consideration.
