    Steps to Reproduce:
    1.Create new document,Add content reference (a URL) when
    adding Content Element, and check the reference checkbox
    2.Double-click the doc created in step1
    Actual Results:
    Get error "The operating system denied access to the specified
    file"
    Expected Results:
    Successfully view the content
    Are there any similar or related Defects? If Y provide ECMDB #s
