PI90294: WMQ V9.0 SMF116 latency record fields set to zero

APAR status

• Closed as program error.

Error description

• Fields MAXLATNT, MINLATNT and TOTLATNT in SMF116 records are
  filled with zeroes after migrate to Websphere MQ for z/OS
  Ver.9.0.
  
  The latency fields are not being collected because of an
  incorrect check in CSQMCPRH, which is only creating the WWFR
  control block for the task if class 1 accounting is active. In
  the customer case, class 3 is active, but class 1 is not.
  

Local fix

• Work around this problem by also starting class 1 accounting
  trace.

  When CSQMCPRH checks whether it needs to allocate a WWFR control
  block for the current task, it only checks if class 1
  accounting trace is enabled.
  If class 3 is enabled, but class 1 is not, the lack of the
  WWFR for the task causes the calculation of some of the SMF 116
  fields (for example MAXLATNT, MINLATNT and TOTLATNT) to be
  skipped.
  

Problem conclusion

• CSQMCPRH is changed to also check for whether class 3
  accounting trace is enabled.
