PI88288: jsf-2.0 MyFaces error handling cannot be enabled in production project stage

Error description

PI87300 disables org.apache.myfaces.ERROR_HANDLING when it
finds that an app is not in project_stage=development.  If
an application sets org.apache.myfaces.ERROR_HANDLING=true,
MyFaces error handling should be enabled regardless of the
project stage.

The fix introduced in PI87300 disables
org.apache.myfaces.ERROR_HANDLING when it finds that an
application is not in the Development project stage.  Even if an
application sets org.apache.myfaces.ERROR_HANDLING=true, MyFaces
error handling is not enabled.

Problem conclusion

The jsf-2.0 MyFaces code was updated to behave appropriately
when org.apache.myfaces.ERROR_HANDLING is set.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.4.  Please refer to the Recommended Updates page for
