PI87204: INCOMPLETE HOLD DATA FOR SOME PTFS ISSUED FOR PI76965. DFHXS1113 FOR NEW CHCK SYSTEM TRA 17/11/02 PTF PECHANGE

Error description

• You apply CICS maintenance for APAR PI76965 and find that your
  CICS region now fails to initialize. During startup, you
  receive messages similar to the following:

  Some PTFs for this APAR were issued with incomplete HOLD data.
  There should have been information as an ACTION hold stating
  that a new CICS System transaction, CHCK, was added by the
  PTFs, and that the new tran must be added to RACF or the
  External Security Manager (ESM) to allow the CICS Region Userid
  proper access.

  PI76965 shipped support for the CICS Healthchecker function
  at CICS TS V5. The CICS TS 5.3 PTF UI49544 omitted the ++ACTION
  tracking comment to advise that PI76965 introduced new CAT1
  transaction CHCK, and that CHCK should be added to a user's
  CAT1 class and a RACLIST REFRESH of the class should be
  issued before restarting their regions.
  

Problem conclusion

• UI49544
  CICS has reshipped DFHHCC1 and provided the missing ++ACT
  tracking comment.
