PI85422: EXCEL EXPORT CONTAINS INVALID XML CHARACTER

Error description

• The Customer has been experiencing an issue with invalid xml
  customers. When they run a report as Excel, it throws an invalid
  xml character error. When you then ask Excel to repair it, it
  removes the entire column where the character is found. I
  believe the error to be found from this bit of data xEFxBDxBF
  which generates into ï¿¿. Having appended this to an existing
  database I have, and testing this in Cognos 11.0.6 I find the
  same error in Excel and HTML. I tested in Cognos 10.2.2 as well,
  and whilst it runs for HTML it doesnt for Excel. My database
  server was SQL and the customers was oracle.
